Use the move Cut at that door then it'll suddenly open, go inside and solve the puzzle (This puzzle is a bit lame so dont worry, you only need a bit of a common sense) and after that you'll see the Sapphire stone but unfortunately some Mad Scientist had followed you all the way through just to steal the stone from you. He'll tell you the 2nd password for the Team Rocket's Secret Base in 5 Island where you can now go inside and beat them all including the Scientist so that you can retrieve the stolen stone.
